Demand the Box!

If the accurate appraising of green homes is ever going to gain momentum then something needs to be done about the Uniform Residential Appraisal Report (endearingly referred to as "The 10-04").  The 1004 is grossly out-of-date when it comes to what's happening in the building industry, namely around green.  Where is the box that requests information on the energy efficiencies of the home, any certifications, other green upgrades?  Unfortunately we're stuck with a "2-line joke" that refers to "other."
 
 
Fortunately, there is something we can do.  It's the all-American letter-writing campaign.  Here's what we suggest you do:
 

  1. Find your representatives' contact info at:  https://writerep.house.gov/writerep/welcome.shtml or http://www.senate.gov/reference/common/faq/How_to_contact_senators.htm 
  2. Send the following message to your senators and congresspersons: (add/change as you see fit)

 
Dear ________________
 
I am writing to ask you to encourage Fannie Mae and Freddie Mac, FHA and VA to update the Uniformed Residential Appraisal Report (form 1004) to include a separate box that allows for consistent reporting if the subject property has achieved energy and/or green building certifications.
 
The box should--at minimum--include:
 
Energy Star Certified Home________
NAHB Research Center Built Green; Level___________
LEED; Level_____________________
Date of certification: ______________
3rd Party verified  YES  NO
Documentation attached:   YES NO
Home Performance score:
Type of score: _______ Score: _______
 
 
Additionally, please support the requirement that residential mortgage lenders and appraisers receive education about these programs and property features and that mortgage lenders offer the Energy Efficient Mortgage or the Energy Improvement Mortgage at the time of loan application.
